Now, Shepherd is healing in a loving foster home in Burke, Virginia, under the care of Kim O'Keefe. She's both heartbroken by his past and inspired by his will to survive.

"It's unthinkable that someone could leave a dog like this to suffer," she said. "But he's full of love and trust, even after all he's been through."
